The publication of the Guide for Public Servants in Serving Vulnerable Populations 2025, is an initiative of the Ombudsman, aiming to strengthen the administrative capacity of the public sector in the field of serving our fellow citizens from vulnerable and special population groups. The Guide includes specific and general practical guidance and advice on behaviour, accessibility, communication methods and techniques, clarification of critical concepts as well as information on the main legislative provisions and referral possibilities, based on both the uniqueness of each group of vulnerable citizens and the need for horizontal awareness and consistent practice.

In more detail, the Prosecutor's Office first stressed that the State through its institutions must condemn these unacceptable acts of racist violence, not only verbally, but also practically by any legal means. These conducts, which do not fit the cultural values of our country, but are manifestations of a small minority with mob psychology, must be dealt with decisively and immediately, because this is what the rule of law and the overwhelming majority of citizens demand. Furthermore, the prosecution authorities must always, but especially in cases of committing offences with racist characteristics (Article 82A of the Criminal Code, as in force after Law 5090/2024), as well as in any crime with anti-social characteristics, such as the use of violence or the threat of violence (domestic violence, fan violence, etc.), they must act immediately, in cooperation with the police, to arrest the perpetrators and follow the flagrant offense procedure (Article 417 et seq. of the Code of Criminal Procedure).
